Refunds on revaluation of properties

We collect the money due to you by the City of Johannesburg

If you were billed on a too-high value for assessment rates and the Valuation Appeal Board reduced your value and, because you paid your account on the too-high value, a credit may be due to you, Refunds Man will assist you in collecting the refund. To assist you, we require:
1. Copy of your ID
2. Power of attorney to authorise us to assist you in collecting the refund.
3. The Valuation Appeal Board Ruling and, if it is available, the Council invoice where the correction journal was passed.
4. Bank-stamped proof of payment.
5. A letter, on your letterhead, stating the position and request for the refund and stating to which account the refund must be paid.
6. Bank-stamped proof of banking details.

What is the effective date for the correction of value and category of a Valuation Query or Valuation Appeal Outcome
The effective date of a Valuation Query or Valuation Appeal is the commencement of the Valuation Roll. This is, in Johannesburg, currently 1 July 2023.

May the owner withhold payment of Assessment Rates while a Valuation query or Valuation appeal is unresolved?


No. The Council is entitled to payment of the full Assessment Rates while a Valuation query or Valuation appeal is considered.


Who is entitled to the payment of over paid Assessment Rates?


The owner of the property is entitled to correction of the account. If the ownership changed since 1 July 2023, the owner shall be credited with the adjustment. Each owner will therefore be credited with the amount for which he was the owner.


What happens if a Valuation Appeal Court ruling is not implemented?


If the Valuation Appeal Court made a rulig, and that ruling was not brought to invoice within 2 months after the ruling was made, the matter must be escalated with the Valuation Section and the Rates Billing section at Council.


Who is responsible for processing refunds of monies paid incorrectly to Council?


The Council is responsible to process the refund due to the person who made payment to Council.


How long does it take to process a payment on moneys paid in error?


If the credit, after re-valuation is billed to client, the request to refund is lodged, the refund will be processed within 30 days.


What documents are required to claim a municipal refund on incorrectly paid amounts?


The following documents are required by Council to process a refund after registration of transfer:

1. Copy of your ID
2. Power of attorney to authorise us to assist you in collecting the refund.
3. The Valuation Appeal Board Ruling.
4. The Council invoice where the correction journal was passed.
5. Bank-stamped proof of payment for the amount to be refunded..

Who initiates the refund process for overpaid Assessment Rates?


Refundsman initiate the process to request payment of the refund or transfer of the credit..


What is the process to obtain the refund due to revaluation of a property?


Refundsman, on behalf of the Seller, obtains the documents required to request the refund. They the log a query with Council to
1. Check for the payment on their bank records
2. Check the source of payment that it corresponds with the EFT proof submitted to Council
3. Check that the banking detail on the EFT is the same as on the request to refund the moneys
4. Pay out the moneys incorrectly paid to Council.


Are refunds subject to deductions or penalties?


No.


How do I check the status of my refund?


Refundsman will follow up with Council if the refund is settled. If you receive an invoice with a debit mark “Refund paid” the refund is settled.


What should I do if my refund request is denied?


If the payment of the refund is denied, you will have to determine the reason for the denial. Refundsman will assist you to address all queries with Council.


Can refunds be issued directly to my bank account?


Refunds, on moneys paid on Assessment rates, must be paid directly into the client’s bank account.


What happens to the refund if I owe money on another municipal account?


The Council may transfer moneys from the account in credit to the account in debit provided that the names on both accounts are exactly the same.
